I suggest to download a software for making bootable USB by searching from google, you can fine many freeware by searching "how to make bootable XP/Seven USB".

Then Using the software, burn ISO file on your USB drive (I recommend a drive of 4GB).

Then use your USB to install Windows on your computer/laptop. (Enable USB boot in BIOS and make USB as your 1st bootable device).

 

This is the cheapest and fastest way to install windows.

To write the downloaded data, you simmply can download any CD/DVD writing software  but most famous is NERO BURNING ROM, so get that program installed and then write the CD by using some straight steps.

note: Internt downloaded WIndows are always in IMAGE FORMAT so that written CD can be bootable , same is the case if you want to make a copy of ur windows cd then first make its IMAGE by installing above ISO MAGIC n then inserting ur windows CD/DVD into cd/DVD drive and then by opeining installed ISO MAGIC , there you can make ISO IMAGE n then can write that.
