Maximax:

Choose the Best maximum Value for MAXIMAX approach which is 20,000

Laplace:

Small facility = 10000+8000=18000/2 =9000

Medium facility = 12000+20000 = 32000/2 = 16000

Large facility = 18000+15000 = 33000/2= 16500

So the Best Possible average is 16500 Laplace.
