Scenario:
Energy crisis is the main cause of diminishing the Pakistani economy as most of our
factory owners have closed down their factories due to energy crisis. Although,
Government is trying to get energy from coal, wind, hydro etc for the sake of generating
electricity but it is not a single day game to get energy from these sources. In October
2011, Pakistan was facing the worst ever shortfall of electricity i.e. 8000 megawatts
which caused a massive load shedding on a large scale across the country. There were
many factors that caused historic shortfall of electricity. First is the circular debt which is
approximately 400 billion rupees. Secondly, for generating electricity many IPP's
(independent power producers) are running across the country and almost all IPP's are
dependent on oil for generating electricity. Oil supply was disturbed due to non payments
to oil companies .That's why many of these power plants were forced to shut down.
People were becoming so violent that even sometimes they called for strike and clashed
with law enforcement agencies personnel resultantly it created law and order problem
across the whole country. Government was forced to take emergency action to solve this
energy crisis. Although situation is better now but it is not a long term solution of this
problem.
Question:
Referring to the eight quality management principles, how can these principles be
practically implemented to the power and electricity sector in Pakistan in order to
improve electricity problem? Discuss any 5 principles. (5 * 3 = 15 Marks)
Solution:
Electricity problem should be removed from Pakistan and it should be provided to all
Pakistani citizens. Eight quality management principles can help the government of
Pakistan to improve the electricity problem.
1. Customer focus
The government of Pakistan must take serious action against this issue and use latest
technology or modern world requirements to overcome this issue and electricity must be
delivered to every Pakistani citizen in as much convenient and accessible way as
possible.
2. Leadership
The ministry of water and power must establish a vision about the electricity being
provided to the every citizen and must used all the resources and infrastructure necessary
to accomplish this vision. This can be accomplished by the visionary leadership of the
current minister (Mr. Naveed Qamar) of water and power.
3. Involvement of people
Competent authorities from all the provinces must be consulted in developing the road
map that how electricity will be provided to every person without any load shedding.
Positive suggestions and feed back from all the concerning persons (including teachers,
students, administrators, bureaucrats, politicians, etc) must be appreciated and considered
sincerely.
4 & 5. Process approach and System approach to management
The processes must be clearly defined and must not be complex and complete it within
given time period. Processes or systems must be designed in such a way that it must help
the government in achieving their objectives.
6. Continual improvement
Continual improvement should be the permanent objective in every organization so
government should take step for the improvement of process or system when required.
WAPDA will also working on the fact that no process is perfect and further improvement
is possible.
7. Factual approach to decision making
The database or system regarding the results must be automated so that statistical analysis
of the data must help the government in assessing their performance and government can
check the extent up to which they are succeeded in accomplishing their goals.
8. Mutually beneficial supplier relationships
There must be a close and loyal relationship with the supplier in order to meet the
required demand in minimum cost. So that electricity with minimum cost can be provided
at the door step of every Pakistani citizen.
