Manager can apply the division of labor to sphere of influence. They can use the hierarchy of official offices.
It is having a positive point regarding clear norms and rules.selection is by technical qualification so this ll help out too though this there ll be disciplinary control over each office.It is better than feudal forms where people got appointment by favoritism.
